The proposed project will use a closed-loop air cooling system — in contrast to water-intensive evaporative cooling. Once operational, water use will be for domestic use such as sinks and restrooms for on-site, permanent employees. Water will also be sourced from deep, underground wells in the Lance Formation – ensuring any water consumption does not interfere with local community water.

This long-term infrastructure and technology investment will generate significant, ongoing tax revenue for Laramie County, local municipalities, and school districts.  

If approved, the project will support thousands of good-paying construction jobs for skilled workers and hundreds of permanent, full-time positions.   

The project will cover 100% of the power it uses and all infrastructure upgrades directly driven by the data center.  

The potential project will be powered through a combination of dedicated on-site natural gas and fuel cell generation and grid-connected generation through Black Hills Energy.

Black Hills Energy’s large power contract service tariff would enable them to serve the data center with no impact to local ratepayers.  

The site is located in Switchgrass Industrial Business Park and will not have an impact on existing agricultural land.

All generation will be subject to Wyoming and federal emission standards and required to obtain a DEQ Air Quality Permit prior to operation.

The on-site fuel cells are contracted to feature carbon capture and storage (CCS). By pairing fuel cells with CCS, the project is introducing a highly efficient path for firm power generation while managing carbon emissions.

The building design incorporates acoustic treatment and noise mitigation standards to ensure the project will not exceed county noise limits at the property line.

The construction lighting system is designed to minimize off-site light spill per county standards by using dimmers and directing lights downward.

A WYDOT Traffic impact study is underway to minimize congestion and prioritize safety on community roadways.

An internal service road on the eastern boundary of the site will keep construction traffic contained on-site.
